The purpose of this study is to propose and analyze the framework within the local Church in South Africa to engage with the demands for the involvement of the poor in their development. The following four components that should comprise such a conceptual framework are: secular theories on participatory development; participatory development in post-apartheid South African government policies; and the Roman Church, social teachings on participatory development. Finally there will be some recommendations. There is a renowned and often repeated adage which expresses this: ‘Do not give a person a fish; rather give them a fishing rod and teach them to fish’. This whole social problem has prompted a new science of development. The uplifting of people from poverty is a complicated and developing science recognised by society in recent times. There is a strong move away from hand-outs and a growing realization that the traditional method of relieving poverty can easily lead to passivity; a sense of entitlement; a lack of interest; and a lack of effort to improve one’s situation.en_US
