dc.description.abstractThis study seeks to explore the extent to which incentives as policy instruments intended to assist implementation are used by public managers in the post 1994 South Africa. It begins by providing the theoretical background within which the study will be conducted. This is preceded by outlining the scope of the inquiry highlighting not only its relevance but the specific objectives that it seeks to achieve; thus setting the foundation of the investigation. Having unravelled the evolution of the different paradigms of public policy implementation which has taken place over time, the thesis interrogates the phenomenon of incentives and their respective usage in various policy fields including heritage. Premised on the underlying aim of highlighting the deployment of incentives contemporaneous with the various phases of heritage policy development in the country, the thesis further explores the evolution of heritage policy in South Africa since the advent of formalised heritage management in the colonial era. Informed by this theoretical background provided thus far, the study explores the question of how incentives are deployed by heritage managers in the public sector and result in findings, whose implications are summarised in specific conclusions and recommendations, aimed at guiding the use of inducements in the implementation of heritage policy in the post 1994 South African heritage management model.en_US
