Abstract

Import regulations ensure consumer safety and product quality in international trade but often impose financial and operational burdens on importing firms. This study examines the financial impact of regulatory compliance on the landed cost of small electrical appliances imported into South Africa through the Port of Durban from 2020 to 2024. Using an empirical approach, the research assesses direct and indirect compliance costs, including product testing, certification, documentation, inspections, and conformity assessments required by regulatory authorities. Limited local access to accredited testing facilities frequently forces firms to rely on foreign institutions, increasing costs and lead times. The findings show that compliance costs extend beyond importation and persist throughout the product lifecycle, creating recurring financial pressures that may affect working capital, delay market entry, and reduce firm competitiveness.
