Item Addressing poverty and local livelihoods in the context of conservation : a case study of the proposed Ngelengele Nature Reserve.(2006) Godinho, Elizeth.; Nyambe, Nyambe.; Densham, Drummond.Many people in Africa, due to high levels of poverty, rely directly on natural resources and the environment for their livelihoods. Different mechanisms have been employed over the years to address poverty and local livelihoods in the context of conservation. Community Conservation Areas and the sustainable livelihood approach are examples of these mechanisms. Increasingly, these and other mechanisms have reinforced the view that unless the risks and opportunities presented by poverty to local livelihoods are addressed, many conservation efforts are bound to fail. The research reported here was based on the premise that appropriate mechanisms that explicitly address poverty and local livelihoods are a necessary prerequisite to successfully engaging local people in conservation. Such mechanisms assure the sustainability of local livelihoods and present opportunities for conservation initiatives to succeed within the context of human societies that are dependent on associated ecosystems and resources. The Maloti-Drakensberg mountains region in South Africa was the study site and the proposed Ngelengele Nature Reserve, a Community Conservation Area, was used as a case study. The amaHlubi community people constituted the study's respondents. The study was largely qualitative, drawing on both primary and secondary sources of data in the form of interviewer-administered questionnaire and documentary analysis respectively. Field observations and discussions with respondents complemented the interviews. By adopting the sustainable livelihoods framework to understand and analyse the livelihoods of the amaHlubi community, the study highlighted concerns about livelihood assets with the conclusion that there is a high dependence on natural resources mainly for domestic purposes, and in general most of the assets are non existent. The study also highlighted the level of awareness and community support towards Ngelengele Nature Reserve, as well as the reserve's implications on local livelihoods. Although some stated that the objectives of Ngelengele Nature Reserve remain unclear, the majority of respondents showed high expectations and support for the project.Item An assessment of the implications of law, policy and institutional arrangements for community participation in transfrontier conservation in southern Africa.(2007) Dhliwayo, Mutuso.; Breen, Charles Mackie.; Nyambe, Nyambe.Proponents and advocates of transfrontier conservation in southern Africa have postulated rural communities living adjacent to conservation areas as one of the main determinants of the success of such initiatives and thus they should be potential beneficiaries along with the state and the private sector. This assertion is reflected in the various memoranda of understanding (MOU), treaties, policies and agreements establishing transfrontier conservation initiatives. For community participation to be effective, the laws, policies and institutions establishing transfrontier conservation in southern Africa must lead to the empowerment of these rural communities who commonly subsist on local natural resources and perceive them as opportunities to earn a living. I derive a principle and set of criteria and indicators that are used to analyse the legal, policy and institutional framework and its implications for community participation and empowerment in transfrontier conservation in southern Africa. The Great Limpopo Transfrontier Park provides a case study. I argue that while provisions for community participation are made in the laws, policies and institutions under which transfrontier conservation is being initiated and implemented in the region, they are not sufficiently prescriptive about empowering communities to secure commitment from conservation agencies to enable communities to effectively participate in transfrontier conservation. It is suggested that as presently defined, the laws, policies and institutions may lead to community disempowerment from transfrontier conservation, as they allow too much scope for interpretations that weaken options for censure where agencies are not demonstrating commitment to community participation and empowerment in conservation.Item Challenges of delivering low-income housing : a case study of the Build Together Programme of Namibia.(2005) Shikangalah, Rosemary N.; Fincham, Robert John.; Nyambe, Nyambe.A common strategy in dealing with housing shortages is the provision of loans to low-income groups. Tried in many countries for a very long time, this approach has produced a common phenomenon - poor servicing of loans. Thus, an empirical study was undertaken in Namibia, using the country's Build Together Programme as a case study. The aim of the study was to understand how the livelihood circumstances of the beneficiaries might be contributing to their inability to meet their loan obligations. The BTP's beneficiaries and the housing officers at both local and national level constituted the study's respondents. Housing officers responded to questions in an interview schedule while the beneficiaries were engaged using an interviewer-administered questionnaire. All beneficiaries were purposefully identified on account of outstanding arrears on their loans. Reviewing of literature covered the challenge of urban housing and strategies used to address it at both global and national level, documentary analysis on government documents to provide information on establishment of BTP and lastly, the direct observation of the concerned sites. The study focused on BTP in Windhoek (WHK) particularly in two settlements, Katutura (a formal settlement) and Goreangab (an informal settlement). Poor servicing of loans was shown to be closely associated with the socio-economic circumstances of the beneficiaries. This suggests the importance to recognise that housing is not just about the physical structure called a house, but there are other more subtle but equally important considerations that need to be met. Issues such as reliance on wage labour and large household sizes combined in ways that placed limitations on their ability to service the loans. An important conclusion from the study is that understanding beneficiary' constraints and their livelihood strategies might be a very important step in future housing policy actions in Namibia. The study also highlighted concerns about the programme such as inadequate communication. Some recommendations are provided, prominent among them being the need to strengthen the training component so as to assist the beneficiaries with some of the issues, The study consists of two components: A and B. Component A comprises the study background, the problem statement, aim, objectives, literature review and methodology. Component B is presented as a research paper for publication purposes and complies with the requirements of the selected journal (Appendix six). For the purposes of the paper, relevant information from component A on the purpose of the study and methodology are incorporated in Component B.Item Integrating environmental management systems into corporate management : a case study of Hulett Aluminium.(2001) Nyambe, Nyambe.; Breen, Charles Mackie.Environmental management systems (EMSs) have been advanced as a tool for successful adoption and implementation of environmental management initiatives in organisations. As with any management system, an EMS needs to be integrated into corporate management so that it may operate in congruence with the other management systems present in an organisation. One framework that has been widely recognised for fostering the process of management systems integration in organisations is Mckinsey's 7-S model of business elements. This model has been used to understand and foster integration in mainstream management and business circles. However, it was the researcher's considered view that the model could be usefully applied in organisations to foster EMS integration. Hence, the study set out to explore the efficacy of Mckinseys 7-S model using a case study, namely Hulett Aluminium. Data collection included reviewing related literature, interviewer administered questionnaires and open-ended interviews. The study had a total of 41 respondents, most of whom were questionnaire respondents. Simple coding sheets and content analysis were used to-analyse the data. It is clear from the study that Mckinsey's 7-S model is useful to understanding EMS integration in organisations. However, the model does not adequately provide for human aspects in the process of dealing with change. The model's inclusion of human aspects seems to be confmed to skills (i.e. capacity and knowledge), with an inclination towards technical imperatives. However, non-technical factors such as the way the employees perceive of the change and how it affects them are also important. Positive perceptions, especially those arising from personal results could serve to reinforce the change process, which apparently is at the heart of EMS adoption and implementation. This study does not present statistically definitive conclusions, but interesting trends and views emerge. It should be regarded as exploratory, providing directions to researchers for further, more in-depth research into the theme of the study. The study also makes recommendations as well as suggestions for further research.Item Local people's perceptions of marine protected areas : a case study of Ponta do Ouro, Mozambique.(2008) Gaspar, Anselmo Cesar.; Fincham, Robert John.; Nyambe, Nyambe.Marine protected areas (MPAs) cannot be managed outside the context of human societies that are dependent on their associated ecosystems and resources. This means that local people’s perceptions need to be considered in the establishment of MPAs as well as their subsequent management, planning and decision making processes. Accordingly, this study investigated respondents’ perceptions of the Ponta do Ouro – Kosi Bay MPA. The MPA is part of the now proclaimed Lubombo Trans-frontier Conservation Area (TFCA). An interviewer - administered questionnaire was used to obtain primary data from 35 respondents, all resident in the study area and who are involved in various activities based on the coastal area and its marine resources. The focus of the study was on awareness regarding the establishment, impacts of the MPA, the setting of priorities for the MPA and lastly, respondents’ roles and responsibilities The findings from the study reveal low levels of awareness of the establishment of the MPA among respondents, although there was acknowledgement of its potential contribution to biodiversity conservation. Various types of impacts of the establishment of the MPA were noted. The establishment of the MPA was perceived to negatively impact on the access to, and use of, marine resources. It was also felt that the MPA would impact on the exercise of traditional authority. Concerning the setting of future priorities for the MPA, socio-economic considerations, particularly job creation rated highest. Biodiversity conservation ranked highest in terms of factors that should shape the current priorities of the MPA. Overall, tourism and related job creation and biodiversity conservation were identified as the main opportunities associated with the establishment of the MPA. Controlling access to the area, curbing inappropriate resource use, controlling development and ensuring that local people benefit were highlighted as major opportunity benefits. Constraints were mainly considered in relation to the exercise of traditional leadership, access to the area and restrictions in selling of harvested marine resources. Regarding how to collaborate in the MPA, various skills among the respondents were mentioned, with respect to the following areas: enforcement (control, patrols and security) and community relations and awareness (including communication and the translation of documents). Lastly, while the respondents displayed both supportive and unsupportive attitudes as results of perceptions of the intended MPA, in an overall sense, the MPA was considered as a positive development. This was in spite of the perceived weak communications that exist at present between the authorities and local people. Enhanced, communication between authorities in charge of the MPA and local people could help to provide a more positive sentiment towards the MPA. This is particularly true of the local people who, if they understood the rationale for the MPA more fully and how it would impact on their use of the resources of the MPA, would be more likely to support its establishment and existence.Item Organizational culture and its underlying basic assumptions as a determinant of response to change : a case study of KwaZulu-Natal's conservation sector, South Africa.(2005) Nyambe, Nyambe.; Breen, Charles Mackie.; Fincham, Robert John.This study was concerned with elaborating theory and informing practice about the process of managing change in organizations. It was premised on the implications of organizational culture and its underlying basic assumptions for strategy, particularly in terms of responsiveness and resistance to change. Harmony between the external environment and an organization's culture was postulated as a critical determinant of the rate of uptake and acceptance of new strategic directions in an organization. Drawing from organizational and critical social theories, past conservation efforts in KwaZulu-Natal were reinterpreted in the light of historical and contemporary developments. The theoretical contribution rests on exploring how basic assumptions, as the core of a culture, may be conceptualized and accessed to examine historically and culturally based meanings of conservation. The practical contribution relates to the need for mechanisms to explicitly address basic assumptions as the core of an organizational culture. Data collection and analysis were informed by the ideas of hermeneutic philosophy, Giddens' Theory of Structuration and Schein's framework of organizational culture. The main source of primary data was interviews that were tape-recorded, transcribed and analysed using a multi-stage process in data organization and interpretation. The analysis involved the identification of common themes and differences in opinion amongst the respondents. Data analysis was done with the help of Nvivo - computer software for qualitative research. The software did not effect the analysis, but assisted in organizing the interview transcripts for analysis purposes: facilitating easy storage, retrieval and querying. The findings revealed a temporal variance in the understanding and interpretation of the mission of conservation in KwaZulu-Natal. Respective executive leaders of the two erstwhile conservation agencies in KwaZulu-Natal were historically very influential in shaping the mission. For the present leadership, four basic assumptions emerged from the data: 'public funding defines who we are'; 'we are leaders in conservation'; 'we know our realities are changing' and 'we are conserving a great natural and cultural heritage'. These assumptions reflect the various themes which the respondents discussed in respect of the present-day strategy processes in conservation in KwaZulu-Natal. Within and across these four assumptions, respondents expressed variable and sometimes contradictory meanings and interpretations. Differences were especially noticeable between the conservation sector's historical inclinations towards public service and its emergent commercial activities. Overall, the study demonstrated the variety of perspectives the respondents used to interpret their understanding and meanings of what the fundamental mission of conservation in KwaZulu-Natal ought to be. The findings highlight the need for those involved in strategic processes to base their activities, and their approaches to managing change, on the continual exploration of basic assumptions as the portal for the ideas, perceptions and beliefs that influence change. In matters of strategy, leaders should work with the prevailing organizational culture and its underlying basic assumptions, rather than develop the strategy and then attempt to deal with the basic assumptions and cultural support afterwards. Finally, the findings suggest that in all visioning and strategy development processes, whether in a conservation agency or some other organization, explicit analysis of assumptions is critical for securing support for, and reducing prospects of resistance to change. Among members of an organization, visions, missions and strategies are unlikely to be effectively internalized unless they accord with the assumptions they hold. This process requires explicit mechanisms for doing so, and this study highlights such mechanisms.
