Item Adolescent school drop-out in South Africa : an asset-vulnerability framework.(2002) Hunter, Nina.; May, Julian Douglas.This article investigates the impact of poverty and shocks on adolescents, particularly their role in early school drop-out. Data consisting of 3043 adolescent interviews and 1945 household interviews, from a recent survey entitled Transitions to Adulthood among Adolescents in Durban, South Africa, has been used. While conventional explanations of drop-out acknowledge the role of socio-economic factors, this paper attempts to understand, through an asset-vulnerability framework, the explicit contribution of poverty and shocks to drop-out in the South African context. The results indicate that the poverty-based theory of drop-out put forward, while appealing, does not fully account for drop-out. Instead, it would seem that among poor households the education of their children is seen as an asset that is to be protected. It is proposed that school feeding schemes be reconsidered as a social welfare tool to support poor households in their attempts to keep their children in school.Item Agriculture and poverty reduction : a critical assessment of the impact of avocado industry on small-scale farmers in Giheta-Burundi.(2011) Hakizimana, Cyriaque.; May, Julian Douglas.The role of agriculture in rural development is widely documented in literature. Many analysts regard agriculture, specifically small-scale agriculture, as the cornerstone for viable and sustainable economic growth. Furthermore, the agricultural sector is seen as an effective instrument for poverty reduction, particularly in rural communities of developing countries where a large amount of poor people are concentrated. Indeed, analysts now agree that developing the agricultural sector is perhaps one of the most effective ways to address high levels of poverty evident in the developing world, and call on the world leaders to commit themselves to direct more investment into this sector. Using the avocado industry in Giheta-Burundi, this dissertation argues that some emerging crops (such as avocados) present enormous opportunities to income generation for small-scale farmers with the potentiality of diversifying cash crop farming in Burundi, an area currently dominated by coffee, tea and cotton. This study further suggests that avocado farming presents the economic, market and health potentiality to contribute to a viable and sustainable rural economy in Giheta Burundi, thereby reducing levels of poverty in this area. The main research question is as follows: “To what extent does the production of avocados benefit the income and wellbeing of small-scale farming households in Giheta?” Accordingly, the main policy concern is that if avocados are playing a crucial role for income generation, wellbeing and diet of the small-scale farmers in Giheta, the avocado sector needs to be substantially supported by both the private and public sectors in order to increase the capacity of avocado production in this area and subsequently enable small-scale farmers to gain greater income from this sector. All of which will contribute significantly to reducing levels of poverty in Giheta. This dissertation is 42 266 words in length excluding references and appendices.Item Chronic and transitory poverty in post-apartheid South Africa : evidence from KwaZulu-Natal.(2000) Roberts, Benjamin.; May, Julian Douglas.This article examines the rationale for a dynamic perspective of poverty in South Africa and analyses the magnitude and characteristics of those in chronic versus transitory poverty using data from the KwaZulu-Natal Income Dynamics Study. The results show that the incidence and depth of poverty have increased steadily between 1993 and 1998, a trend that is pronounced in rural localities and for female-headed households. Though the majority of households (30.7%) were found to be experiencing transitory poverty, a significant proportion of households, in lieu of the expected small minority suggested by previous empirical research, were chronically poor.Item Community participation in environmental management and the fulfillment of household food security : a case study of Sanale community in Insiza District, Zimbabwe.(2005) Sibanda, Mbizo Edward.; May, Julian Douglas.Current development thinking revolves around sustainable development, which must be achieved at every level of society in order to attain sustainable livelihoods. One way of fulfilling this, is by ensuring that human beings are put at the centre of the development process, that is, development should be woven around people and not people around development. In other words development should be participatory and people should have the opportunity to invest in the development of their capabilities in various facets of their life. This notion was applied to the Sanale community of Insiza District of Zimbabwe. The community in question mobilized itself around projects as a way of tackling mounting environmental and food security problems. The thrust of this thesis therefore is to establish how community participation enhances environmental management and how it can also lead to improvement of food security of the community in question. The study adopted a qualitative research paradigm which entails the non-numerical examination of phenomena focusing on the underlying meanings and patterns of relationships. This is because the study utilized a case study method as a way of gaining an in-depth understanding of the community. Hence, in order to obtain information on the activities of the community in as far as conservation and livelihood issues are concerned fieldwork was undertaken and interviews conducted with household respondents and key informants. A focus group discussion was also conducted with community members involved in programme activities. Review of documents and literature such as journals, occasional papers, proposals , brochures, organizational reports and internet search was conducted in order to obtain information from secondary sources and gain insights from the literature on the subject matter. Also the observation method was used to cross check claims made by both community and key informants with regard conservation and livelihood endeavors by the community. Research findings indicate that the Sanale community managed to pull itself out of a precarious position characterized by environmental degradation and constant food deficits. This was achieved through self-mobilisation and participation in project activities. Such initiatives impacted positively on the lives of poor Sanale villagers including women. It also emerged that projects in Sanale have led to full realization of human capabilities as the community in question presides over their own decisions, have cultivated the right attitude to plan and work resulting in natural resources conservation and fulfillment of livelihood needs. In short, participation of the community in their own development has been a key factor in the success of their projects. Such success can be measured in terms of the improvement of the situation of the community after the inception of projects as compared to before project inception. This was also made possible by stakeholders such as NGOs, Government departments, CBOs and local leaders who played a facilitator role. The study concluded that interactive participation and self-mobilisation of communities is a necessary ingredient for resource conservation and improvement of household food security. However, it emerged in the study that there is need to strengthen institutional structures, national or local, to allow full integration of environmental and developmental issues, at all levels of decision-making. Also important was the sustenance of the Sanale project beyond the life of grants such as GEFSGP and ERF. Further, fostering community participation in all stages of the project cycle is important for the project and community. Above all, the issue of sustainability should preoccupy such projects and multi-stakeholder partnerships should be encouraged if rural projects are to last into the foreseeable future.Item Developing a poverty index for African economies using the consensual approach : the case of Mashonaland West, Zimbabwe.(2008) Mtapuri, Oliver.; May, Julian Douglas.This thesis is articles-based submitted in fulfillment of the requirements of the degree of Doctor of Philosophy. It consists of articles that were submitted and published, and others that were submitted and awaiting comments. This thesis makes a contribution to the ongoing debate on the most appropriate method of measuring poverty for interventionist purposes in rural areas. It is infonned by the Zimbabwe experience that income-based measures may not always adequately target those most in need of social support. A new approach is posited that focuses on the nonincome component of poverty. The aim is to assist 'technocrats' to better target the poor in need of a social safety net in crisis situations. The search is for a 'credible' measure that will be acceptable to various interest groups including the poor. Thus the proposed measure derived by means of a consensual approach meets this objective. The literature review describes and discusses the weaknesses of conventional poverty measures, divided into two broad categories of those pre- and post-dating Sen's introduction of the capability concept. The thesis then uses these to explore the conventional approaches (the dominant income measures) and flag their operational deficiencies, and then postulates an asset threshold model, the minimally adequate asset level (MAAL), based on the consensual approach. It also postulates the Poverty Diagnostic Model (PDM) which helps to describe and analyse factors that impact poverty at the individual level and helps in unpacking the linkages between the detenninants of poverty given its multi-dimensionality and how these are conditioned by both internal and external factors. Additionally to the contributions, this thesis posits drawing asset-poverty lines as well as combined asset and income poverty lines as a new contribution to yield asset-based Foster-Greer- Thorbecke (FGT) index, asset-income FGT index, networth FGT index and asset-gini coefficient. It also provides new tools with differentiating capacity to identify those who are either asset poor or income poor or both; as well as those who are 'networth poor', understood as asset-income threshold less debt. It advocates scaling of assets to enable capturing of the asset-holding of the poorest of the poor to fonn intensity scales on which an asset threshold is based. A further contribution of this thesis is the introduction of the notion of enclavity within a family around husband/wife relationships as a new fonn of resilience/collectivity due to deepening poverty. There is evidence to suggest that ethics and networks breakdown as a result of poverty. The final contribution of this thesis is the definition of a poverty line on the basis of an asset threshold using the consensual approach as postulated by Mack and Lansley (1985): thus this thesis posits an asset-by-asset point index.Item Dilemmas in learner transport : an impact evaluation of a school transport intervention in the Ilembe District, KwaZulu-Natal.(2006) Rogan, Michael J.; May, Julian Douglas.The journey to school for a significant number of South African learners is characterised by long travel times, unsafe modes of travel and exposure to weather and traffic related dangers. A review of the literature suggests that poor access to schools impedes both the accumulation of human capital and the right to a basic education. This research, conducted in a peri-urban municipal district near Durban, KwaZulu-Natal, is an impact evaluation of an existing school transport intervention. The intervention consists of an arrangement between a school in the llembe District and several locally managed transport providers. The intervention has two parts: first, school officials have negotiated a reduced taxi fare for learners travelling to and from the school and, second, the school has arranged for the local bus company to synchronise its schedule with the start and finish of school each day. The overall objective of the intervention is to reduce the travel times and walking distances of the learners attending the school. The approach of the study is to employ an appropriate evaluation methodology to assess the intervention and to interpret the findings in a rights based context. Impact evaluation is a rigorous methodology that aims to reliably test the effectiveness of interventions, policies and programmes. The findings from the study suggest that, if "scaled up", a similar intervention could potentially improve travel times, reduce excessive walking distances, improve the safety of travel to schools and curb the rates of absenteeism in the nation's schools. The study, however, also uncovers several impediments to the implementation of such an intervention within the existing policy environment.Item Effectiveness of agricultural micro-credit projects for poverty reduction : a case study of the Marrambajane In-kind Project in Chokwe District, Mozambique.(2008) Fabiao, Alcino das Felicidades.; Devey, Richard Michael.; May, Julian Douglas.This study addressed a gap in knowledge about the outcomes of in-kind agricultural microcredit projects on the welfare of the poor and ultra-poor smallholders. This research focused on an in-kind agricultural micro-credit project in Marrambajane village (Ch6kwe district, in southern Mozambique). Within the framework of the project, beneficiaries were given in-kind credit (seeds, fertilizer) to grow cash crops (tomatoes, onion, cabbage). To participate in the project farmers joined an Association which was part of a larger Union of Associations. The study measured the changes in material wellbeing of beneficiaries and development of social capital as a result of participation in the project. Material wellbeing was measured through income gene~ation and acquisition of assets through participation in the project. In addition, the sustainability of the intervention was also assessed. The study made use of a case study design adopting both quantitative and qualitative methods. Multiple data collection tools were used to collect data. Participatory methods were used to develop a wellbeing ranking of beneficiary households. A questionnaire was administered with beneficiaries (farmers) as the primary unit of analysis; this was used primarily to measure acquisition of assets and levels of trust in Association and Union. Data on amount of income generated and credit owed was compiled from the project archives. Observation was used to assess condition ofinfrastructure and equipment. The microfinance triangle model was used to evaluate whether the project had achieved poverty outreach, improved the welfare of participants and was financially sustainable. Findings showed that the project led to slight increase of income and household asset value. This increase of income and growth of household asset value was exclusively observed during the period of project implementation (2001-2004), and one year after the end of sponsorship (2005). While participating in the project, households ranked as 'rich' and 'middle' received 1.2 times more credit and 1.6 times more income was generated compared with 'poor' and 'poorest' households. While there is no evidence of a difference in average median number of items bought in each of the wellbeing categories, the monetary value of the items acquired appeared to correlate with household wellbeing categories. The project was successful in building social capital through formation and legalisation of Associations integrated into one fanners Union, the Union of Association Uamechinga. However, high levels of trust between the beneficiaries and project technicians and between the beneficiaries and the Union management team were not achieved. The project collapsed in late 2005. Based on my analysis I argue this occurred because of multiple factors. Firstly, the emphasis on farming tomatoes, a high return but unpredictable cash crop, was problematic. A more effective project design would include production of tomatoes in combination with more reliable crops such as rice and beans. Secondly, the project enforcement of loan repayments was very weak and there was extensive subsidisation of operational and administrative costs. Analysis suggested that the project was distributing income above the real profit generated by the fanners. It is recommended that future projects implement direct or indirect methods to achieve stronger levels of repayment. Thirdly, the project's irrigation system was inadequate. In spite of the fanners recommending a furrow system an unsustainable piped system was implemented. This reflects lack of communication between project technicians and the community during the project design, and partly explains the poor level oftrust between the project staff and fanners. I argue that to ensure sustainability of in-kind micro-credit projects like the Marrambajane case, stronger capacity and infrastructure must be in place before state and donor assistance is withdrawn.Item Electricity as an energy source : the impact and effectiveness of rural electrification on improving the quality of life of households in rural South Africa : a case study of the Mount Ayliff district in the former Transkei.(2002) Sikrweqe, Mabhelonke Marshall.; May, Julian Douglas.No abstract available.Item Establishing and explaining the link between poverty and HIV/AIDS : a South African case study.(2005) Tladi, Lerato Sonia.; May, Julian Douglas.The epidemics of poverty and HIV/ AIDS, whether individually or when combined, pose major threats to development both in South Africa and elsewhere in the world. However, it is when these epidemics coexist that major devastation occurs. As such exploration of the relationship between these two epidemics has been the focal point of most research on either poverty or HIV/ AIDS. Through mainly the use of literature based research, studies have indicated how poverty and disease, most specifically HIV/ AIDS are related. Since most of these studies have been literature based, this has resulted in a lack of sufficient empirical evidence arguing for the existence of this poverty-HIV/ AIDS cycle. Providing such evidence forms the main objective of this study. This study uses data collected by the 1998 South African Demographic and Health Survey as well as existing literature on the link between poverty and disease. For purposes of this study, analysis is restricted to women in their reproductive ages (15-49) . The results indicate an increased risk of HIV infection among the poor due to poverty related characteristics of low education and low knowledge of the means of avoiding HIV infection as opposed to the non-p oor. Moreover the poor and the less educated people were found to be more likely to not use condoms than the non-poor. The results do not , however, provide reasons for these relations and as such further research is required. One possible explanation was financial dependence on their partners as it was found that women who received money from their partners as well as tho se who came from households where hunger was a common phenomenon were more likely to not use condoms because their partners disliked condoms than those who didn't receive any money from their partners. The results also hinted on the intricacy of the poverty-HIV/ AIDS relation whereby it was not only low socia-economic status that increased susceptibility to HIV infection but also high socio-economic status. This was indicated by the high odds of non-use of condoms due to low perceived risk of HIV infection among the non-poor and the White population (a race with the minority poor people). These results also hint at the prevailing stigmatization of HIV/ AIDS as a disease of the poor despite efforts by prevention programmes to destigrnatize this disease.Item An exploration into the opportunities and barriers of vegetable production as a poverty reduction strategy for small scale farmers : evidence from a case study in Nqutu, KwaZulu-Natal, South Africa.(2010) Bright, Ariel Elizabeth.; May, Julian Douglas.Since South Africa’s democratic transition poverty, especially in terms of income, has persisted. Poverty reduction strategies must focus on closing the gaps of current policies which miss the poorest. Specifically, attention must be paid to those living in rural areas. While the use of agriculture as a poverty reduction strategy was envisioned by government as one of the key components of land reform and rural advancement, its potential has been limited as South Africa agriculture in the post-apartheid era is challenged with providing opportunities and support for small-scale farming systems. It was thus the aim of this dissertation to address part of this crisis by engaging with smallscale farmers in an attempt to understand the barriers and opportunities that they confront when accessing inputs needed for agricultural production that contributes towards their livelihoods. This was explored through a case study in which two focus groups and ten qualitative interviews were conducted. Through this it was found that land is being used productively by resource poor farmers as a pathway from poverty. The inability to purchase fencing and the lack of easy access to water proved to be the two most significant barriers to crop production while accessibility to seeds was found not to be an issue when controlling for financial limitations. Opportunities arose as respondents relied on interdependent relationships between the different assets in their possession. Overall, it was concluded that with a more appropriate support system which focused on overcoming the lack of information and resources, as well as the lack of services and infrastructure productivity could improve giving small farmers the potential to make a larger contribution to reducing poverty.Item Gender and poverty : an analysis of gender-poverty linkages in the Eastern Cape Province of South Africa.(2005) Ekar, Isaac.; May, Julian Douglas.In the South African context, the Eastern Cape Province constitutes one of the most depressed and poorest regions with widespread poverty. It is characterised by a comparatively large rural population reflecting a skewed female/male ratio in favour of females due to large-scale outmigration of adult males seeking work in urban areas both within and outside the province, widespread unemployment, and lack of access to social infrastructure and services in many areas. The region thus provides an ideal setting for investigating gender and poverty linkages. Drawing on the literature, the study addresses the conceptual definitions and notions of poverty and explores issues on gender inequality and its effect on poverty. Paramount in explaining gender inequality are the gendered social relations between males and females brought about as a result of unequal access to economic and social resources and gendered division of labour in the household, extending to other institution sites, an skewed in favour of males. From the literature then, men and women were likely to experience poverty differently. Using official survey data on the Eastern Cape for 1997 and 2002, the study selected and analysed indicators that correlate with poverty, based on gender. The analysis came out with strong linkages between gender and poverty. It is established from the findings that the living conditions and life circumstances of women were more associated with the characteristics of poverty than that of men, leading to the conclusion that poverty remains gendered, and men and women experience poverty differently, with women more likely to be adversely affected than men. The investigation has also established that the rural population is more likely than the urban population to be at risk to the experience of poverty in the Eastern Cape, and that the African population group was the most affected group. In concluding, the study advocated the adoption of gender positive alleviation policy strategies that aim at improving women's access to economic and social resources. This, it is hoped, will have the effect of enhancing their capabilities and capacities. Secondly, it called for the adoption of sustainable livelihood programs, especially in rural areas where the majority of the vulnerable women reside and eke their livelihoods. It also acknowledged, in its concluding remarks, the limitations of household data in studies on gender disparities and advocated for the need to generate disaggregated intra-household data, the analysis of which may provide a more meaningful insight into gender-poverty linkages.Item Gender-based violence and development : knowledge and attitudes among student teachers.(2008) Bjastad, Elise.; May, Julian Douglas.Amartya Sen has sought to refocus development theory towards the ultimate goal offreedom, and has in this context emphasised the importance ofeducation in building human capabilities to lead the lives they have reason to value. However, research suggesting that gender-based violence is prevalent in the South African school system represents a paradox as it reveals that years of schooling can contribute to deprivation and capability failure rather than enhanced human capabilities and development. Literature reviewed for this dissertation suggests that over and above the lost educational opportunities due to gender-based violence in schools, it can cause long-term and even terminal health damages and contribute to increased societywide levels of violence with substantial socio-economic costs. Anti-violence interventions among learners have been found to have minimal effect unless they are supported by the overall school culture. However, educators who are expected to ensure a safe school environment are not only responding inadequately to cases of genderbased violence between learners, but some are personally engaging in acts ofgender violence towards learners. Recognising the significant role ofeducators, both as part ofthe problem and as key to any solution, this dissertation seeks to improve understanding ofthe context within which interventions at the level ofeducators may be possible. This study explores what previous research have identified as common attitudes, beliefs and knowledge gaps among educators in schools with high levels ofgender-based violence. Findings include confusion about the legal and policy framework as it applies to such cases, a lack of will to acknowledge the problem and inadequate understanding ofgender-based violence. The construction of men and women as essential opposites has been identified as an underlying reason for inadequate acknowledgement and understanding. Research on these dimensions forms the basis for a study using survey and focus group methodologies to assess the prevalence of such attitudes and knowledge gaps of issues around gender-based violence among student teachers about to fmalise their studies and start their professional lives as educators. The data collected suggests that the student teachers will vary considerably in their ability to respond to cases ofgender-based violence. A more concerted effort is required in order to prepare student teachers for the problem ofgender-based violence and enable them to create more gender-friendly school environments. Possible routes for improvement are suggested.Item HIV/AIDS and the law in South Africa : the legislative responses to HIV/AIDS in employment law and their impact in the workplace : a case study of the Durban Metropolitan Unicity Municipality.(2001) Krishna, Renay.; May, Julian Douglas.This research focused on the legal response to the HIV/ AIDS epidemic in South Africa. The response adopted by the South African legislators embraces the protective model of the law. The philosophy underpinning this legislation is to engender respect for individuals and to promote human rights and in the context of HIV/AIDS, reduce the presence of stigmas and discrimination. Such an approach is commendable however in South Africa given the nature and extent of the crisis a more proactive legal response is required. Such a response is encapsulated within the empowerment model of legislation. The aim of this research was to demonstrate the need for such an approach in a work environment. In order to do so, a study of the Durban Metropolitan Unicity Municipality was undertaken. As a public institution such an entity is obliged to follow all employment laws and guidelines. This characteristic ensures that problems and advantages that arise regarding the implementation of protective legislation can be easily ascertained. The research was conducted by using a case study approach within a qualitative research methodology. The snowball method of sampling was relied on for obtaining respondents and the data collection technique adopted was interviewing specifically, semi-structured interviewing. Members of the Durban Metropolitan Unicity Municipality were interviewed on the primary aspects of its workplace policy on HIV/AlDS, which is based on the guiding principles of the protective employment laws of South Africa. The main findings of this research suggest that the protective model of legislation has not achieved a noteworthy level of success in the workplace of the Durban Metropolitan Unicity Municipality. This finding is derived from the Iow levels of awareness of employment legislation and the workplace policy, high incidence of discrimination prevalent and stigmas still attached to one's HIV/AlDS status, and general dissatisfaction with specific provisions of the workplace policy that are based on the principles of protective employment legislation. An alternative legal response was advocated namely, the empowerment model of legislation which is much more proactive in its application. This model of law focuses on the legal empowerment of people and is conducive to stimulating positive social changes.Item Impact of urban livelihoods on women's caregiving behaviors, household food security and nutrition of children in Lesotho.(2004) Sekhamane, Neo.; May, Julian Douglas.This dissertation provides a review of the nature of urban environment and livelihoods in an attempt to improve understanding and awareness of challenges facing cities and towns in developing countries, in particular their impact on poor women and children. Some urpan challenges are context-based and cultural, but there are special commonalities found in most developing countries like crime and unhealthy environment per se, that exacerbate poor people's vulnerability. Women and children are identified in series of research to be the most poverty stricken and vulnerable; hence prone to shocks. It is therefore important that factors such as urban poverty that increase their marginalization be explicitly identified if the global reduction of poverty is to be maintained. However, given the increasing global poverty levels and enduring children's malnutrition levels, it is clear that major factors that determine livelihoods such as income, food security and health are still inadequate to meet the challenges that urban areas offer today. Other than the material wealth, complex urban livelihoods have amongst other things, reduced provision of other socio-psychological factors such as caregiving, which are critical for children's development and nutrition. Urban livelihoods force women to participate whole-heartedly in the wage labour. On one hand, this incidence may lead to household's food security, children's nutrition, women's empowerment (socially, economically and psychologically) and optimisation of their autonomy. But on the other hand this can result into reduced women's devotedness and effectiveness to child caring, thereby resulting into child malnutrition and child poverty. It is therefore the aim of this research study to demonstrate that while wage income can be a critical aspect of children's nutrition in urban areas, without adequate caregiving behaviours our goal of reducing children malnutrition is no where near to be reached. This research has used qualitative data owing to the information needed, which is primarily based on opinions, beliefs and perceptions about children's health and nutrition status. The analysis showed that demographic and socio-economic status in the community and household levels are crucial in determining women's ability to sustainable food security, child care and nutrition. Other factors identified as crucial in child's nutritional status were health, education and age of a mothers and people who provide care to children when mothers are at work.Item Informality and urban agricultural participation in KwaZulu-Natal : 1993-2004.(2012) Ndokweni, Mimi Faith.; May, Julian Douglas.The aim of the study was to find out whether or not engagement in urban agriculture for individuals and households is a response to a lack of formal wage employment in the post-apartheid period. This period is characterised by changes in the economy of South Africa which led to an observed increase in poverty and unemployment and an increase in informal employment. The study utilised both quantitative and qualitative methods to look at urban farming issues in KwaZulu-Natal. The quantitative data came from the KwaZulu-Natal Income Dynamics Surveys (KIDS), which carried out surveys in three waves spanning the period of democratic transition over a 10-year period in 1993, 1998 and 2004. This data was analysed using the statistical package STATA and employed regression modelling techniques to investigate the odds of engagement in urban agriculture, given certain individual and household characteristics, which is a particular nuance for this study. Because of its potential in food production and income generation, a smaller-scale qualitative farmer survey was undertaken in two different communities, comparing three different categories of home gardening, community gardening and market gardening in KwaZulu-Natal, using a semi-structured questionnaire. This component sought to document, in farmers’ own words, their experiences and practice of farming in an urban environment and gave in-depth insights about the motivation of the people involved, the types of food crops grown, and so on. Key informant interviews were conducted with a community of professionals for illuminating their perspectives on the practice of urban agriculture in KwaZulu-Natal. The key findings of the study are that urban agriculture is an activity that is undertaken by people seeking a survival strategy when their preferred activity (such as formal employment) is not available and it can be an activity undertaken by entrepreneurs for income generation. According to their main activity status, the types of people that engage in urban agriculture include those in wage employment and the unemployed, as well as the non-economically active. The contribution of agricultural income to total household income represents miniscule amounts, at an average of less than one percent. Regression modelling results, combining person level and household level variables, predicted more likely odds of farming for women, by a factor of 1.67. Increase in the number of years of education decreased the odds by 0.90 times. If a person lost employment, this increased their odds of engaging in urban agriculture by 1.23 times. People in the age group 36-46 years predicted the highest likelihood for participation in urban agriculture, by a factor of 2.54. Larger household size predicted odds more likely to engage while poor households also predicted odds more likely to engage, by a factor of 2.07 times. Urban agriculture is vastly heterogeneous and is undertaken by all income groups. It is a result of both push and pull factors. People engage in it neither as a survival strategy nor an entrepreneurial strategy only. It is, however, an activity in which the poor are disproportionately represented. The potential of urban agriculture to generate employment is linked to the nature of support received from government and non-governmental organisations.Item Learning and doing : exploring the role of information and communication technology (ICT) in fostering learning and education amongst youth in rural KwaZulu-Natal.(2014) Harber, Inger May.; Rogan, Michael J.; Attwood, Heidi Elaine.; May, Julian Douglas.Information and Communication Technology (ICT) offers an abundance of opportunities for innovation and development in the ways that information is stored, transmitted and received. As such, ICT has the potential to act as the catalyst to fundamentally shift our pedagogic paradigm. As ICT adopts an increasingly pivotal role in society, questions of usage, accessibility and need of ICT become pertinent. The spread of ICT globally has not been even. This phenomenon is often referred to as the ‘digital divide’ and differentiates between those who do, and those who do not have access to or make use of ICT.The work of Roxana Barrantes and Mark Warschauer, among others, urges us to consider the divide as more than just the binary division between the physical presence and absence of ICT. They argue that accessibility of ICT is a matter of a number of intertwining and complex socio-economic factors, including supply, demand and capability. When one considers these factors in the South African context, one cannot deny that there are a multitude of barriers disenabling access to, and use of, ICT. Such barriers include illiteracy, cultural values, poor service delivery (especially electricity), the high cost of accessing ICT, widespread inequality and poverty, and a wider schism between national legislation and on-the-ground-delivery. The Community-based Learning ICT and Quality of life (CLIQ) project was established with the aim of identifying whether after a needs-based training program, access to ICT could improve the well-being of the participants. Drawing on data from the project, as well as data collected in independent research, this dissertation focuses specifically on the experience of youth living in eSicabazini, a rural community in KwaZulu-Natal. The experiences of the youth are utilised in the exploration of the role of ICT in fostering learning and education amongst youth in a rural community. The findings suggest that the ability to store, transmit and receive information is vital in today’s society. They also find that increasingly, the formal education system has been unable to meet the needs of the people living in South Africa. As such, alternative systems for knowledge building and skills development are necessary, and ICT offers a potential catalyst for such alternatives to thrive; such alternatives could support existing structures or run in parallel. In order to access and use ICT, however, a number of factors need to be in place. While this dissertation highlights some of the ways in which ICT could foster education and learning, such results are often impeded by external or peripheral circumstances or influences beyond the control of those affected.Item Mobile cell phones and poverty reduction : technology spending patterns and poverty level change among households in Uganda.(2007) Diga, Kathleen.; May, Julian Douglas.This paper exammes the spending behaviour of households with mobile phones in rural agricultural Uganda and whether such strategies such as substitutions have affected the well-being of these community members. According to the findings, rural households are willing to make sacrifices such as travel expenses and store-bought food budget in order to address the expenses of mobile phone services. While gender inequality through exacerbated asset control and mobile phone inexperience drive further digital divide in this village, the proliferation of small businesses development encourages phone ownership for women. Such strategies to afford a mobile phone or mobile phone services are undertaken to help facilitate longterm asset accumulation. For development studies, the analysis recommends a revised form of development thinking in a growing knowledge economy.Item Monitoring the impact of land reform on quality of life : a South African case study.(2002) May, Julian Douglas.; Stevens, Thilde.; Stols, Annareth.This paper outlines the approach that is utilized by the Monitoring and Evaluation directorate of the Department of Land Affairs (DLA) in South Africa in assessing the quality of life for the land Reform beneficiaries. The paper begins with an overview of the three Land Reform programs in South Africa. The paper then moves on to outline the original design for monitoring and evaluating the quality of life for land reform beneficiaries. It then proceeds to detail the current Monitoring and Evaluation design being utilized, highlighting its strengths and weaknesses. The last section discusses some of the findings of the quality of life study undertaken in 1999.Item The objective and subjective conditions of poverty amongst the destitute and homeless population of central Durban.(2003) Roberts, Thorin Magellan.; Waters, Geoff.; May, Julian Douglas.This study provides a descriptive analysis of the destitute and homeless central Durban. A quantitative and qualitative examination was undertaken to present a description of both the objective and subjective conditions ofthe destitute and homeless population in central Durban. The quantitative analysis was based on survey data gathered by the eThekwini Homeless Forum over 2002. This survey data provided information for 637 respondents, which this study captured and analysed on data editing software. The qualitative data was collected through ethnographic interviews carried out within night shelters in central Durban. The quantitative analysis revealed the existence of a significant youth contingent within the population, with 15-19 year olds being the most represented. Further, the majority of the respondents report to have been on the streets for less than two years. Two interesting hypotheses for future study arise from this; has there been a massive recent influx of members of central Durban's street population; or does the population experience . significant recycling and rehabilitation of new members? The analysis further revealed that the majority of the destitute and homeless population are from KwaZulu Natal, pointing to a population whose members, for the larger part, have not experienced and massive displacement from their place of origin. The qualitative analysis revealed individuals who have had varying life experiences, and who at present have varying levels of aspiration; but nevertheless, would all benefit and react positively to an engagement from external organisations like the eThekwini Homeless Forum.Item The persistence of poverty in post-apartheid South Africa : assets, livelihoods and differentiation in KwaZulu-Natal, 1993-2004.(2008) May, Julian Douglas.The situation in South Africa presents unique challenges to achieving sustained poverty reduction. Although it is an upper-middle-income country with a per capita income similar to that of Botswana, Brazil or Malaysia, a significant proportion of South African households have remained poor despite a plethora of government policies that target the less resourced. While estimates vary, over 22.9 million South Africans are categorised as being poor, with almost 2.5 million people suffering from malnutrition. Most analysts now agree that while poverty increased during the 1990s, some progress has been made in reducing both the incidence and depth of poverty after 2000. This thesis argues that the economic and social dynamics set in motion by apartheid that produced this situation, may also have generated a low-level equilibrium trap from which some the poor in South Africa will find it difficult to escape. The thesis suggests that the explanation for this 'poverty trap' lies in what Sen has termed the exchange entitlement mapping that poor households face when attempting to use their assets/endowments. In other words, the processes that underpin the accumulation of assets, the opportunities to use these assets, and the returns obtained are structurally prejudiced against the poor. The implication is that the current experience of poverty leads to its reproduction and to a structurally persistent poverty. The central research question of this thesis is then: "Did the extent, distribution and experience of poverty of the apartheid era persist in the immediate post-apartheid South Africa despite the efforts of government to foster pro-poor reforms?" The central policy concern is that if asset accumulation failure underpins persistent poverty, policies for those who are structurally poor should be differentiated from that which is directed at those who are transitorily poor. As an example, the policies of the South African government concerning the redistribution of agrarian assets (principally land and finance) may not be sufficient to assist the poor in rural areas, and may only increase intra-rural inequality. The thesis draws on two principal data sources: the South African Participatory Poverty Assessment completed in 1997, and the KwaZulu-Natal Income Dynamics Study (KIDS) which contains panel data collected from the same households in 1993, 1998 and 2004. Using these data, the thesis identifies a typology of structural poverty classes. At the bottom of this typology are those trapped in poverty with an asset base that is inadequate to meet their immediate needs as well as their ability to accumulate further assets over time. Other are stochastically poor or non-poor, moving in and out of poverty according to their good or bad fortune. Finally some have never been poor and have the asset base to ensure that they remain in this position or indeed improve over time. The livelihood strategies of households are used to differentiate households according to their participation in labour markets, farm and non-farm own production and access to social grants. The livelihood clusters that result are then matched to the poverty classes in order show differentiation among the households surveyed in KIDS. This allows for more nuanced policy recommendations that can be tailored to the needs of households experiencing different forms of poverty. This thesis is 87 000 words in length excluding appendices.
