Item A critical analysis of current approaches to SMME development and support within the eThekwini Municipal Area.(2009) Chetty, Anneline.; Bob, Urmilla.Small, Medium and Micro Enterprises (SMMEs) are considered to be the engines of growth of any economy. In the light of recent economic events and the recession that is surging rapidly across the globe, more and more attention is being focused on SMME development and support. Whilst there are a number of organisations (both public and private) which provide support to SMMEs within the eThekwini Municipality Area (EMA), the overall impacts of these initiatives on SMME growth and development is minimal and there is a dearth of studies that critically examine business support services for SMMEs which the public and private sectors provided. One of the major reasons for this minimal impact is the lack of communication and coordination between various service providers which often results in fragmentation and duplication of services. This study analyses the support measures offered to SMMEs not only from the perspective of the SMMEs themselves but also examines the perspectives of service providers from both the public and private sectors. This study is also placed within a multi-disciplinary conceptual framework which includes the political economy approach, neoliberalism, the public-private-sector debate and empowerment theories with specific reference to the South African context. This study is unique in that it analyses SMME development and support within the EMA from various perspectives within a single study. The objectives of this study were to investigate the awareness and experiences of SMMEs with regards to their support and development and also to critically examine the attitudes and perceptions of service providers (both public and private) towards SMME development and support. In addition, this study sought to assess the capacity of both the private and public sectors to provide effective support and development to SMMEs. An additional objective of this study was to determine the value placed on support measures by determining SMMEs’ willingness to pay for services provided, but more importantly to determine the attitudes of the public and private sectors towards the payment for services offered. Both qualitative and quantitative methods were adopted. In terms of the latter, quantitative surveys were conducted with 250 SMMEs who attended various fairs and conferences held across the EMA. Semi-structured interviews (qualitative approach) were conducted with representatives from the private and public sectors that provide support or services to the SMMEs in the EMA. In this regard, 53 representatives from the public sector and 50 from the private sector were interviewed. The analysis was undertaken thematically and, where relevant, findings pertaining to the different stakeholders interviewed were compared and discussed. Some of the key findings indicate that SMME respondents were more aware of local government and the services they provide than any other tier of government. Furthermore, SMME respondents within the study did not fully grasp the concept of Business Development Services (BDS) and the associated benefits for their business. SMMEs rely heavily on government to provide services free of charge. The main finding is that private sector service providers are better qualified, positioned and trained to provide BDS than the public sector whose main roles should be that of regulator, facilitator and promoter. Whilst government has been a strong proponent of SMME development and support since 1994, this study presents a strong case for the increased role of the private sector. In addition, this study also motivates that local government through their Municipalities can play a significant role in SMME development and support in partnership with the private sector.Item City-to-city learning in urban strategic planning in Southern Africa: unearthing an underground knowledge economy.(2016) Moodley, Sogendran Mogambary.; Bob, Urmilla.Despite international evidence strongly suggesting the need for urban strategic planning, most African governments still continue to under-invest in the establishment of bottom-up strategic planning frameworks. The seriousness of the consequences of such inadequate urban strategic planning responses and ineffective governance in developing economies has been flagged by the World Economic Forum (WEF), identifying it as a key global risk in 2015. What is of particular interest in their analysis however is the observation that governments of rapidly growing cities make very little time for learning from other cities to improve their own planning processes. Whilst the above assertion may be true, targeted research on city-to-city learning conducted predominantly in the global North is showing that cities are in fact quietly forming an international web-work of learning representing an almost invisible, underground knowledge economy. Given the highly conspicuous void in empirical research into city-to-city learning in urban strategic planning processes in the (southern) African context, this doctoral study focuses on a United Cities and Local Government (UCLG) case study using the experience of three African cities, Durban in South Africa, Otjiwarongo in Namibia and Mzuzu in Malawi, to shed light on the phenomenon of city-to-city learning. In particular, the research explores what insights are offered by the eThekwini Municipality’s mentorship program with these selected Namibian and Malawian municipalities that begin to inform contemporary learning theory in southern Africa. Rejecting a grand meta-narrative in favor of a more pragmatist, hands-on and bottom-up, context specific interpretation of social reality; the research adopts a multi-conceptual lens by drawing from the urban planning and organizational learning disciplines. The study utilized a mixed methods approach with both qualitative (key informant interviews, focus group discussions and observation) as well as quantitative (census survey of a total of 34 respondents) data integrated into the study. The study yields a set of illuminating results which begins to challenge currently held definitions and learning terminology. More importantly, a learning model is developed with five clearly delineated stages in the city-to-city learning process. In addition, the research is able to distil the valuable lessons emerging from the in-depth case study to propose a broad, but coherent learning framework, with a set of strategic recommendations to guide future city-to-city learning processes. These recommendations which have been shared with the international learning stakeholders are already beginning to transform the learning landscape in southern Africa and beyond.Item Communities' perceptions and assessment of biodiversity conservation strategies : the case of protected areas in Kenya.(2010) Makindi, Stanley Maingi.; Bob, Urmilla.Protected areas in Kenya constitute 7% of the total land area with over 75% of wildlife in the country being found on private or communal land. Wi th one of the highest population growth rates in the world and facing a range of developmen t issues with limited resources, one of the greatest challenges in Kenya is reconciling and sus taining economic development with biodiversity conservation and sharing the costs and benefits of conservation between individuals, state and the general community. The study was info rmed by the relevant literature and the researcher’s fieldwork which was conducted in 2008 in three categories of protected areas under different governance types and primary management o bjectives in Kenya (Lake Nakuru National Park – government managed, Kimana Community Wildlif e Sanctuary – communally managed, and Kedong Game Ranch – privately managed). The res earch examined the general issues of how local communities in Kenya have embraced differ ent biodiversity conservation strategies. A major emphasis was on identifying those factors inf luencing their attitudes towards conservation approaches and their participation in conservation management institutions. At issue was whether support for a particular conservation strat egy is primarily a function of communities’ experiences with biodiversity decline or their rela tionship with the conservation authorities. The research employed both qualitative and quantitative techniques in gathering the data. A total of 270 community respondents and 45 staff respondents were interviewed. Several demographic and socio-economic characteristics of the local peo ple that include age, gender, educational level and location, amongst others, were found to signifi cantly influence the attitudes of the local people towards the protected areas conservation act ivities. The direction of the influences (whether positive or negative) depended on the mana gement category of the particular protected area. The general findings of the study suggest tha t although local people appreciate the crucial value of biodiversity and the role of protected are as in conserving it, there is some evidence of resentment towards some management activities of th e protected area regulators. Negative attitudes were attributed to perceived problems of living next to the protected areas such as lack of involvement of the local people in the managemen t of the protected areas, restrictive access to and use of resources from the protected areas, hara ssment by the conservation enforcing agents, conflicts with wildlife and lack of compensation fo r damages and losses incurred. Widespread support for the management activities was associate d with perceived benefits to the local populations such as support for educational program mes, social amenities, employment and business opportunities. It is clear from this study that different rationales of conserving biodiversity need to address the issue of protected area management in the context of sustainable development through a combination of conservation s trategies.Item Environmental management in the hotel and lodge sector in KwaZulu-Natal, South Africa.(2013) Sucheran, Reshma.; Bob, Urmilla.The tourism industry has emerged as one of the key economic drivers in Africa and remains as one of the few growth industries in the world. The industry has well-documented, significant socio-economic and environmental impacts, many of which are not positive and result in enduring problems at destinations. This is particularly acute in countries such as South Africa where socio-economic inequities are high and historical patterns of development have resulted in most people being marginal from the tourism sector. The accommodation sector is one of the main players in terms of tourism and benefits the most from this industry. However, very few studies have critically examined this sector in terms of environmental management. It is the lacunae in the research that this study aims to address. The main objectives of the study were to investigate the nature and extent of environmental management in hotels and lodges in KwaZulu-Natal, South Africa. The primary data collection was undertaken via the use of surveys to 60 accommodation managers and 400 hotel guests. In-depth interviews were also undertaken with key tourism industry stakeholders. The main findings of the research indicated that although participants were aware of the detrimental environmental impacts of the accommodation sector, environmental management programs were very much in its infancy. Hotel managers were enthusiastic about environmental management but were unable to implement environmental programs and actions due to a number of challenges and constraints. Environmental issues were also not a high priority for hotel guests in the study. The study concludes that environmental issues in the accommodation sector needs to be re-examined and measures need to be put in place to address the sector’s negative impact on the environment.Item The legacy impacts of the 2010 Fifa World Cup in Africa : case studies of stakeholder and soccer fans' perceptions in Cameroon and Nigeria.(2013) Tichaawa, Tembi Maloney.; Bob, Urmilla.The hosting of sport events, especially large-scale and mega-events, is deemed to be an important component of promoting development in relation to economic and social aspects in both developed and developing contexts. South Africa’s hosting of the 2010 FIFA World Cup was significant in that it was the first time that such an event had been hosted on the African continent. The subsequent positioning of the event as an ‘African World Cup’ which ensured the designing of African legacy objectives geared towards achieving a continental legacy, goes beyond the scope of leveraging potential benefits of any known mega-event previously hosted. This research critically examines key components of impacts beyond the host country, South Africa, with special reference to the African Legacy Programme linked to the 2010 FIFA World Cup in Cameroon and Nigeria by detailing perceptions from key stakeholder groups in comparative terms. The theoretical contribution relates directly to articulating and underscoring the need to examine stakeholder perceptions across a range of groups in order to unpack the extent to which differences can be attributed to socio-economic profiles, interest in the sport, geographical location, nationality, etc. Both qualitative and quantitative techniques were employed to collect data. In total, 758 soccer fan questionnaires were completed (390 in Cameroon and 381 in Nigeria) using the systematic stratified sampling method. The purposive sampling technique was employed in targeting 10 key informants from relevant government departments (sports, arts, culture and tourism), NGOs (linked to the FIFA Football for Hope foundation) and football officials (administrators, club presidents and owners) in Cameroon and Nigeria were targeted. A number of significant statistical differences and similarities in relation to perceptions were observed between fans and stakeholder groups in both case study areas. The study revealed a strong support for South Africa’s hosting of the 2010 FIFA World Cup in both countries mainly because of Africanism. The levels of awareness of the African legacy intentions/ objectives and understanding of mega-event legacies were generally low. Fans in both countries were largely skeptical about the event having improved the socio-economic, environmental and political condition of Africa’s citizens although perceptions of legacies in relation to job creation, skills development, image enhancement, infrastructural development mainly linked to sport facilities, and improvement of football in Africa were largely positive. However, they also perceived that corruption and lack of financial support are the main challenges facing the sustainability of the African legacy projects. The key findings from the study are seen to have a wider applicability to mega-event legacy research and body of knowledge, especially in the context of Africa and the rest of the developing world. The results raise new critical questions related to mega-event legacies and inform the rethinking of theoretical constructs and contribute to the re-conceptualisation of legacy impacts in relation to mega-events.Item Remote sensing of forest health : the detection and mapping of Pinus patula trees infested by Sirex noctilio.(2008) Ismail, Riyad Abdool Hak.; Mutanga, Onisimo.; Bob, Urmilla.Sirex noctilio is causing considerable mortality in commercial pine forests in KwaZulu- Natal, South Africa. The ability to remotely detect S. noctilio infestations remains crucial for monitoring the spread of the wasp and for the effective deployment of suppression activities. This thesis advocates the development of techniques based on remote sensing technology to accurately detect and map S. noctilio infestations. To date, no research has examined the potential of remote sensing technologies for the detection and mapping of Pinus patula trees infested by S. noctilio. In the first part of this thesis, the focus was on whether high spatial resolution imagery could characterize S. noctilio induced stress in P. patula forests. Results showed that, the normalized difference vegetation index derived from high spatial resolution imagery has the potential to accurately detect and map the later stages of S. noctilio infestations. Additionally, operational guidelines for the optimal spatial resolutions that are suitable for detecting and mapping varying levels of sustained S. noctilio mortality were defined. Results showed that a pixel size of 2.3 m is recommended to detect high (11-15%) infestation levels, and a pixel size of 1.75 m is recommended for detecting low to medium infestation levels (1-10%). In the second part of this thesis, the focus was on the ability of high spectral resolution (hyperspectral) data to discriminate between healthy trees and the early stages of S. noctilio infestation. Results showed that specific wavelengths located in the visible and near infrared region have the greatest potential for discriminating between healthy trees and the early stages of S. noctilio infestation. The researcher also evaluated the robustness and accuracy of various machine learning algorithms in identifying spectral parameters that allowed for the successful detection of S. noctilio infestations. Results showed that the random forest algorithm simplified the process by identifying the minimum number of spectral parameters that provided the best overall accuracies. In the final part of this thesis spatial modelling techniques were used to proactively identify pine forests that are highly susceptible to S. noctilio infestations. For the first time the random forest algorithm was used in conjunction with geographic information systems for mapping pine forests that are susceptible to S. noctilio infestations. Overall, there is a high probability of S. noctilio infestation for the majority (63%) of pine forest plantations located in Mpumalanga, South Africa. Compared to previous studies, the random forest model identified highly susceptible pine forests at a more regional scale and provided an understanding of localized variations of environmental conditions in relation to the distribution of the wasps.Item Rural livelihoods and adaptation to climate variability and change in Chadereka Ward 1 in Muzarabani rural district, Zimbabwe.(2017) Manyani, Albert.; Bob, Urmilla.Climate variability and change has become a major concern locally and globally that has negative impacts on the sustainability of livelihoods as well as socio-economic and environmental well-being. There is also widespread consensus that developing contexts, especially in sub-Saharan Africa, will be most impact by climate variability and change given low coping and adaptive capacities as well as persistent inequalities, poverty, governance challenges and environmental scarcities and degradation which make communities highly vulnerable. In the quest for data generation, which is still scanty and lacking in Zimbabwe, this research sought to assess the sustainability of the rural livelihoods and adaptation strategies to climate variability and change in Chadereka Ward 1 in Muzarabani Rural District, Zimbabwe. In this endeavor, policies governing the execution of the livelihoods were examined and awareness levels of the households determined. Being informed by relevant literature and primary data collection, the research further explored the impacts of climate variability and change on biophysical and socio-economic conditions before examining the adaptation strategies to the climatic phenomena. Challenges faced by household respondents in adapting to climate variability and change were established. Finally, an evaluation of stakeholder roles in promoting sustainable rural livelihood adaptation to climate variability and change was undertaken. As a purposively sampled case study, a mixed approach research design was followed in gathering data from Chadereka Ward 1. The data was collected from 310 household respondents and 10 key informants. This was augmented by 3 focus group discussions and direct observations. Descriptive statistics, using SPSS version 21, regression analysis and content analysis were useful in data presentation and analysis. Farming, gathering and service provision emerged as the dominant current livelihood practices in the study area. Some household socio-demographic characteristics were found to significantly influence the uptake of both livelihoods and their adaptation to climate variability and change. A combination of adaptation strategies pursued in the Ward, such as agroforestry, conservation farming, irrigation, drought tolerant crop and animal variety, livelihood diversification and flood recession cultivation were hampered by mainly institutional forces such as the lack of financial support, poor infrastructure, unfavorable marketing conditions and lack of alternative fuel sources. Generally, climate variability and change have had negative impacts on the biophysical and socio-economic conditions in the Ward evidenced by water scarcity and reduced livelihood portfolios. The results further revealed a low level of climate variability and change knowledge at the household level. Properly constituted, enhanced and effectively monitored policies regarding the management of the natural resources are required to ensure their sustainability. Without these, the sustainability of the practices in the Ward remains greatly compromised. This also calls for more capacity building and resource mobilization and intervention.Item A socio-economic and spatial investigation into the health implications of air pollution in Richards Bay, KwaZulu-Natal, South Africa.(2013) Jaggernath, Jyotikumarie.; Bob, Urmilla.There is increasing recognition of the links between air pollution and human health. Epidemiological studies have shown that there are numerous air pollutants that are associated with indoor energy use and with the production processes of industries, and most represent some sort of health implication. However, in-depth and fundamental knowledge of the health impact relationship of most pollutants is limited. This research evaluates the socio-economic and spatial aspects of the health implications of air pollution in Richards Bay (located 200 km north of Durban), KwaZulu-Natal. The research explores community perceptions and complaints relating to human health impacts emanating from air pollution in Richards Bay. The research is informed by a multi-conceptual framework (political economy incorporating political ecology, place perspectives and environmental justice) which influenced the methods chosen in conducting the research. Standard quantitative and qualitative methods were employed in the study to generate data relating to the research objectives. The process of triangulation which is the use of multiple methods that cuts across the qualitativequantitative divide was used. The various sources of information validate and clarify data by deepening and widening an understanding of the main issues under examination. The research was implemented in various communities in Richards Bay that reflect socioeconomic differences, which contributes significantly to ascertain whether health impacts are differentially experienced by different socio-economic groups. Furthermore, the research cross-tabulated experiences, perceptions and coping strategies of different socio-economic groups in the area, especially in relation to upper, middle and lower income clusters. The spatial aspect of the research (mapping of key social and health variables) is a major contribution of this research, which draws from the field of medical geography. Information on the main residential areas was illicitied from documents providing background details on Richards Bay. A purposive sampling approach was adopted to identify the seven communities, namely, Alton, Aquadene/ Brackenham, Arboretum, Meer-en-See, Empangeni Rail, Nseleni and Umhlathuze. Simple random point sampling was used to identify the households within the communities. The number of households in each community was determined using proportionate sampling. Four hundred and seventy nine housholds (479) were interviewed which was deemed to be a statistically relevant sampling size at a 95% confidence level. The study findings indicate that the lower income areas (Nseleni, Empangeni Rail and Umhlathuze) and the middle income areas (Aquadene/ Brackenham and Arboretum) have a more youthful population with a significant number being children, while the upper income areas (Alton and Meer en See) have a more elderly population. A similar trend was also found in relation to household size. There are clearly major variations in household income and employment types in Richards Bay, linked in part to the geographical location of communities based on economic and racial groups. Lower earning respondents were located mostly in the lower status areas which were classified as predominantly African populated areas as per the historical race classification and apartheid segregated areas. More than half of the respondents indicated that industrial smoke was the cause of their present health conditions. Other stated reasons were wide ranging and therefore there was no discernible pattern that emerged in relation to the causes for poor health experienced by the affected household member. However, the data did show that more respondents living in middle/ upper income areas identified causes. Reported health conditions include allergies (30.9%), coughing (29.8%), wheezing (25.5%), chest pains (18.4%) and asthmatic bronchitis/ asthma (17.7%). With regards to health care, the findings from the study show that the economically better off communities (Alton, Aquadene/ Brackenham, Arboretum and Meer en See) used the private, more expensive health care sector while generally households in lower income areas tend to rely on public or traditional health care facilities. An interesting finding was that most respondents rate their general health status as either excellent, good (more respondents from the middle/ upper income areas than the lower income areas) or satisfactory (more respondents from Umhlathuze). A large majority of the respondents reported air pollution as the main problem that is associated with industries in Richards Bay while the health impacts of pollutants from the industries manufacturing processes was the second main cause. The areas deemed to be the most polluted were generally in or in close proximity to the industrial area or the port area. Lower income areas tendered to be most polluted, according to respondents residing in these areas or who lived in similar low income areas. The majority of respondents were found to be living in dwellings/ households made from dwellings constructed with brick and asbestos, brick and zinc, stone and other traditional materials which is indicative of housing in the poorer communities who live in informal dwellings/ households and may be a causal contributing factor of the poor health status of these communities. The participatory mapping exercise conducted during the focus group discussion revealed that participants identified the industrial areas (including the port and surrounds) as the most polluted areas. Areas outside Richards Bay were considered to be the least polluted areas. The research findings indicate that there are a complex mix of socio-economic, environmental and spatial dynamics that influence air pollution and health impacts. Thus, health issues in the context of widespread air pollution concerns are linked to social, political and environmental aspects that require urgent attention. Air pollution and health impacts remain major concerns in many parts of the world, especially in areas of high levels of industrial development such as Richards Bay. The results of this research, therefore supports the findings of other researchers who reveal that communities/ neighborhoods of lower income status are most likely to bear the brunt of negative impacts and that air pollution from indoor uses of energy, behavioral factors such as cigarette smoking and industrial processes contribute to an individual’s/ community’s quality of life.Item The use of spatial analysis and participatory approaches in strategic environmental assessment (SEA) : identifying and predicting the ecological impacts of development on the KwaZulu-Natal North Coast of South Africa.(2010) Ahmed, Fathima.; Bob, Urmilla.; Ahmed, Fethi B.The high pressures for coastal development, translated as prolific land cover transformation, coupled with the weaknesses of management to protect the environment has led to the gradual deterioration of environmental conditions in many coastal areas. Land use decisions in coastal areas are based on opportunities and constraints affected by both biophysical and socio-economic drivers, and hence present one of the main issues integrating the large debate on sustainable development in coastal zones (Lourenço and Machado, 2007: 1). The aim of this study is to investigate the effectiveness of the integration of spatial analysis and participatory approaches in SEA (particularly its ability to identify and predict ecological impacts) on the KwaZulu-Natal north coast of South Africa. The study adopted a conceptual framework based on landscape ecology, which was underpinned within the overarching political ecology framework. The former underscores the importance of integration, while the latter critiques the institutionalization of environmental concerns, which are characterized by inequalities in terms of social and political power and of how problems are defined, mediated and resolved. Hence this conceptual framework was considered appropriate to assess the strategic environmental issues pertaining to the coastal zone on the KwaZulu-Natal north coast. The researcher used participatory methods, primarily focus group discussions (which included venn diagramming, ranking exercises and participatory mapping) which were triangulated with both quantitative and qualitative methods as part of an integrated impact assessment. These relate to the use of semistructured questionnaires which were administered to a purposive sample of six key stakeholder interest groups within the study area. A spatial GIS time series analysis of land use and cover change was employed to determine baseline conditions, changes in the state of key ecosystems, key development drivers and emerging threats. Additionally, a policy and institutional review was undertaken. The analysis revealed that major natural land cover classes are in decline in the study area,within a time period of less than 10 years. The most sensitive ecosystems were found to be grasslands (-19.99%), coastal forest (-40%), wetlands (-37.49%) and secondary dunes (- 21.44%). Furthermore, agriculture and forestry are also indicating severe declines. The reasons attributed to this transformation of land cover are increasingly being linked with economic motives such as individual private land-owner dynamics, tourism growth and development in the area. Furthermore, the policy agendas are clearly economically motivated. These losses signify the cumulative decline in ecosystem goods and services, and could undermine pose risks to the society that relies on them either directly or indirectly. One of the main considerations in this research endeavor was to formulate a Strategic Environmental Assessment (SEA) Framework to inform future ICZM in the study area. SEA is planning with a long-term perspective, with a focus on a spatial rather than a project level, an element that is clearly lacking in the current development scenario of this coastline. It is critical that the SEA Framework advocated in this study include a range of variables that will permit short-term, medium-term and long-term monitoring and evaluation aimed at ensuring sustainable planning in the area.
