University of KwaZulu-Natal, Durban.This study explored the effectiveness of the implementation of Universal Test and Treat (UTT) policy in reducing or eliminating the spread of HIV infection at the University of KwaZulu-Natal, Howard College Campus. HIV infection is a major health issue in the province of KwaZulu-Natal, with more than 1.6 million people living with HIV. The most infected population group is between (15-49) years and the epidemic spread is estimated to be increasing by 2.3% annually. The UTT policy aims to reduce HIV infection through expanding prevention and treatment preferences. This study is informed by one theoretical framework. The P-Process model, a tool for planning strategic evidence-based health communication programmes. The model was advanced by Johns Hopkins University in 1982. This model is currently used to design, implement, evaluate/assess, innovative and creative behaviour change communication strategies and programmes aimed at reducing the incident of HIV infection. The model enabled the researcher to explore the implementation of the UTT approach and the communication strategies used. Then, lastly, assess participation in HIV testing at Howard Campus. The study made use of two semi-structured interviews and one focus group discussion with the health promoters at the university. The study found that the communication strategies adopted when implementing the UTT policy were effective in motivating the university community to attend health programmes. However, few people signed up for HIV testing.
