The paper begins with an overview of the three Land Reform programs in South Africa. The paper then moves on to outline the original design for monitoring and evaluating the quality of life for land reform beneficiaries. It then proceeds to detail the current Monitoring and Evaluation design being utilized, highlighting its strengths and weaknesses.
